I don't know . . . maybe this isn't a COSTUME. Maybe they were real Storm Troopers who stood guard while the Darth Vader baloon ascended (see below). I told him to "smile" but he didn't seem to be in the mood.

Oh my gosh, that is an incredible balloon!
We have a pretty big balloon festival here, but this year all the balloons I saw in flight were regular balloon-shaped ones. What happened to the cows, and maple leaves, and cats? Who knows?
